ELECTRICAL FIRE BARRIER TESTING - ITEM F-3. ATTAChNENT 2 TO LICENSE NPF-3 (DAVIS-BESSE, UNIT 1)

On August 25, 1977, a :::eeting was held with the Toledo Edison Coreany and their qualified fire protection consultant and the NRC staff (NRR and ISE). The purpose of this meeting was to address concerns originally identified by Region 3 regarding electrical fire barrier testing and the cccoatibility with fire oenetration seals at Davis-Besse, Unit 1.

This matter is sticulated as Item F-3, Attachment 2 to Facility Ooerating License NpF-3 and states that this matter must be resolved before allcwing the facility to proceed to Mode 1.

The infonnation presented by the Toledo Edison Comoany was requested by the staff at a :neeting held on August 17, 1977, between recresentatives of the Toledo Edison Cc:::pany and the N3C staff (NRR and IIE). Frca the infomation cresented by the apolicant for identifying the worst case conditions (fire penetration seals as compared to the fire tests) and as verified by the I&E Region III insoector, the staff at the August 25, 1977 ceeting concluded that sufficient information and suocorting statements by the Toledo Edison Co:many's qualified fire protection engineer provided a sufficient basis for allcwing the Toledo Edison Ccecany to rmeeed to Mode 1 with reference to Item F-3, Attachment 2 to License NFr"-3.

However, the NRC staff will recuire additional documentation and confirmatory fire tests within six months from the Toledo Edison Company to:

(1) verify the comparison of themal properties between the original BISCO SF 20 and the new Dow-Corning 30-6548 silicone fcam; (2) demonstrate the adecuacy of the worst case actual wall size electrical penetrations that exceeded the wall size used in the fire test; and (3) demonstrate the adequacy of actual electrical penetrations that have less than one inch lateral silicone foam coverage (clearance).

AUG 2 91977 K. Seyfrit, Assistant Director 2-The staff will send the Toledo Edison Coreany a letter in about two weeks describing the details of the additional information and fire tests re<;uired together with scheduling guidance.

These matters were discussed with the Toledo Edison Company and they agreed to the course of action stated above.

Based on the above, it was agreed that the I3E letter of authorization for allowing Davis-Besse, Unit 1 to proceed to Mode 1 would include Item F-3, Attachment 2 to License NPF-3.
