!!y letters dated 'ay 13, 1978 and !!ay 25, 1973 the Toledo Edison Company has requested an amen &ent to the CL for removal of burnable poisen rod assemblies and orfice rod assemblies.
These modifications will require technical specification changes and a repeat of certain physics testing.
The applicant has specified in their request for an amendment certain physics testing which they will repeat. Also, I&E (Region III)
(letter to Vassallo fron: Woodruff) has recommended additional startup tests not specified by applicant.

We request that a safety evaluation input be provided by June 5, 1978 to confirm the physics testing startup program required.
The safety evaluation input'will provide justification supporting the amendment to the Davis Besse, Unit 1 license.
Pmmpt evaluation is needed in order to issue the amendment required to allow the facility to startup.
