As of the present date, the Reactor Operations and Nuclear Support Eranch evaluates the status of the Davis-Besse I f acility to be as follows as regards preparation for operation:
Licensee Fuel Load Date September 23, 1976 In general, if the rate of system turnover for operation by the licensee and the associated rate of system testing doas not increase, we would not expect thia unit to load fuel in 1976.
Construction Status The Construction Sranch indicates that construction of the facility is essentially complete. We understand the major unresolved item is the satisfactory resolution of ncncomformances detected during the re-inspection of safety related cables. Delays in delivery of co=ponents (primarily valves) may require delays in testing activities to permit their installation.
Preoperational Testing The licensee has completed less than 5% of the identified tests for the facility. All major safety related tascing activities are still to be I
completed.
Procedure Development We estimate the status of approved procedures as follows:

G. W. Roy February la, 1976 The licensee is aware that procedure development is to be completed by 90 days prior to fuel loading.
Training All formal training cocnitted to in the FSAR is essentially ecmplete.
Training activities are currently directed towards preparation for license examinations which are currently scheduled for August 1976.
Health Physics Program Approved procedure development is approximately 30%. The facility recently received the bulk of their laboratory isotopic analysis equipment.
A training exercise utilizing their Emergency Plan was conducted. These activities are being followed by the Fuel Facility and Materials Safety aranch.
Physical Security and Material Acccuntability No fuel has yet been received on site (scheduled to begin July 6, 1976).
The Security Plan is being reviewed by Reactor Licensing and accounta-bility procedures are under develep=ent. No inspections have been conducted in this functional area.
I'nresolved Matters Satisfactory completion of the licensee's Test Progrta Cc=mit cata is the major operational unresolved ite.
The current status of the facility with regard to preoperational testing nakes it impractical to provide you with other than a general statua report as above. Aa the pace of preoperational testing accelerates, we will update this report in greater detail to keep you fully inforced of the licensee's progreas. The ACRS subec=1ttee will be at the site on March 11 and 12, 1976, to review t' e status of the plant.
