ORDER OF BOARD DESIGNATING CHANGE IN SPECIAL MASTER TO REVIEW CLAIMS OF PRIVILEGE Marshall E. Miller, Esquire, the previously designated Special Master to review clains of privilege relating to documents otherwise responsive to the discovery requests of the various parties in these proceedings, recently has been designated as a member of two Boards involved in antitrust proceedings, one of which is engaged in a prolonged and complex hearing process.

This Board and Mr. Miller are aware of the parties' professed desire for expedition in the resolution of the Davis-Besse 1 and Perry licensing proceedings.

Frederic J. Coufal, Esquire, a member of the Atomic Safety and Licensing Board Panel, is available and has indicated a willingness to assist in the prompt resolution of matters previously assigned to Mr. Miller.

Accordingly, with the consent of Messrs.

Miller and Coufal, the Board hereby designates Mr. Coufal to assume the duties of Special Master.

All files and pleadings submitted by the parties in connection with duties of the Special Master are available at the

. offices of the Panel for immediate transfer from Mr. Miller to Mr. Coufal so that no further action by the parties is desmed necessary at this time.
