DAVIS-BESSE UNIT NO. 1 TECHNICAL SPECIFICATIONS The control room make-up air flow rate during an eme 7 enc'/ has been changed by the applicant to greater than 0.25 volume changes p'er hour.
In accordance with Standard Review Plan Section 6.4, when this condition is met, periodic pressurization testing is not requirad. Refer to the Bunch to Stols reco,
" Resolution of Outstanding SER Items Involving nabitability Syste=s," for the background.
The current technical specification surveillance requirencnt involving con-trol roo= pressurization tasting for Davia-tesse Unit No. I should be changed.
The requirement for verifying control room pressurisation should he elimin-ated and replaced by a requirerent for periodic verification that the make-up flow rate is 3-)0 cfn j-10%.
Based on your discussion with K. Murphy (MB), we have provided an enclosure that suggests rewording of the STS's.
The enclosure s:1ould take care of future questions involving control room testing.

SURVEILLANCE REQUIRESENTS REGARDING CONTROL ROOM PRESSURE TESTING We suggest that Item 3 appearing on page 3/4 7-21 of the W-STS (May 15, 1976) be replaced ir all STSs by two paragraphs:
" Verifying that the outside make-up air floy is maintained at efm i 10%.
Verifying that the outside make-up air flow cf cfm i 10% maintains the control room ventilation zone at a positive pressure of 2 (1/8) inch water gauge relative to all surrounding air spaces."
One or both of these paragraphs may be eliminated depending on the type of system. Refer to SFP pages 6.4-6 to 6.4-10.
The most coumon system uses filtered make-up air to eliminate infiltration of contaminated air during emergencies.
In this case, if the make-up flow rate is 0.25 volume changes per hour or greater, than according to SRP Section 6.4 (pege 6.4-8) periodic verification of control room pres-surization is not required, thus, the second paragraph would be eliminated.
