SUBJECT:

RESOLUTION OF OUTSTXIDING SER ITEMS INVOLVING ILGITABILITY SYSTEMS PLA.iT NXE: Davis Besse Unit do. 1 LIC 'ISI2;G STAGZ: OL DOCKET EMBER: 30-346 MILZST0JE liUMBER: N/A RESP 0dSI3LE 32A.iCli: LWR No.1; L. Engla, LPH R; QUESTED COMPLETION DAIE: N/A ROVI G STATUS: dabitability Review Complete SAR Amend:acnt. o. 23 has responded to the remaining outstanding items sentioned in our semo to you of September 24, 1976 (see Ite.cs 3 and 4).

l Item 3 involved the quastica of control room pressure tasting. The applicant has modified the centrol room ventilation system by increasing the acount of caka-up air during energ2ncies from 200 to 300 cfm. Tais sake-up is greater than 0.25 volume cranges per hour and, therefore, periodic verification testing of control room pressurization is not required as per Section 6.4, p. 6.4-8 of the Standard Review Plan.

However, we will requirn periodic varih cation of the 300 cfm make-up flow.

The applicant has cot::nitted to an acceptance test that will de:nonstrate the capability of tne system to maintain a rainimum of 1/8-inch water gauge positive pressure differential across the control room pressure boundary using a pressurisation flow rate of 300 cfm.

The technical specifications will be changed. The requirement for periodic pressure testing of the control room vill be replaced by a requirement taat the make-up flow be periodically verified to be 300 cfm + 10%.

The increased calculated thyroid dose to the con rol room operator following a postulated LOCA as a result of the increased rmtke-up rate is still within our guidelinea and.s therefa a acceptable.

Item 4 involved the inadequate description of a control room door seal system. The amend::;ent has provided adequate information on this item.

The balance of the items (1, 2, 5 and 6) have been addressed in the September 24, 1976 r.aco as well as the Juna 3,1976 =cco from Vollmer to DcYoung re:;arding chlorine protection.

There remain no outstanding items regarding nabitability systems.
