DOCKET NO. 50-346 The attached report of an inspection of the subject facility on November 5 and 6,1970, is transmitted for information. No items of nonconformance or significant safety problems were encountered during the inspection.

As we have previously informed you via telephone, the applicant does D

not intend to complete construction activities currently authorized in the form of a construction permit exemption. The expected delay in plant construction stems from the applicant's conclusion that awarding additional construction contracts at this time would be inprudent in view of significant, potential delays in the issuance of a construction permit which may be occasioned by the public hearing associated with the Davis-Besse application for a construction l

pernit.

In the past we have expressed concern, both in our reports and to the applictant, in that the applicant has been slow in staffing a QA organization. During the current inspection, we learned that one additional staff member is on duty and received firm commitments that the full staff would be on board in a timely manner, i.e., in keeping with the progression of construction activities.

It was our inspector's conclusion, and I concur, t'..at the applicant's QA program proved to be adequate for the work authorized by ths construction permit exemption and that the program has been ir.plemented in a satisfactory manner.
