SUMMARY

Type of Facility - Pressurized water reactor.

Power Level - 872 Mwe.

Location - Southwest shore of Lake Erie, Ottowa County, Ohio Type of Inspec:1on - Initial management contact and pre-QA inspection scoping.

Accompanying Personnel - B. H. Grier and W. E. Vetter.

The corporate offices of the Toledo Edison Company (TECO) located in Toledo, Ohio, were visited on May 15, 1970, to conduct an initial meeting and a pre-QA scoping inspection with corporate and project management representa-tives from the utilities, NSSS and AE.

The meeting was held in accordance with the provisions of PI-3915.01 and the related instructions provided in Division of Compliance memo route slips (and their attachments) dated September 17, 1969, and October 17, 1969.

Scope of Inspection The inspection consisted of three separate meetings:

A.

A brief preliminary meeting with TECO to summarize objectives of the visit.

B.

A full meeting with utility corporate management and the Davis-Besse project personnel (Initial Management Meeting session).

C.

Full meeting with corporate management and project personnel (Pre-QA inspection scoping session).

Information regarding the project statue was obtained.

Mr. Lowell Roe, Chief Mechanical Engineer and Project Engineer for the Davis-Besse plant, discussed the project organization, the inner-company working relationships, contracting methods, and general provisions for QA and QC.

Preliminary Meeting A brief meeting was held with those noted above/* to explain the purpose of the visit, briefly explain the Compliance organization, and the specific responsibilities of the Compliance inspection personnel assigned to the Davis-Besse project.

This meeting provided an opportunity for TECO management to scope the attendance of the meetirgs to follow.

Mr. G. J.

Sampson, Vice President of Power Group, introduced the other TECO representa-tive; attending and gave a brief description of their backgrounds.

.i Mr. Grier opened the meeting by introducing the Compliance inspectors, and then gave an overall description of the AEC regulatory organization.

The DRL/C0 relationships and the Compliance organization were explained.

Following the above presentation, Items b through m of PI-3915.01 were presented by the inspectors.

PI-3800/2, Attachment N-5 Following the above discussions, Mr. Lowell Roe, Chief Mechanical Engineer, TECO, gave a description of the functional relationships between TECO and their contractors, subcontractors, and vendors.

He stated that the TECO and specifically, the Davis-Besse project organization were essentially the same as described in the PSAR.

(It is anticipated that further details regarding the review of the applicant 's project adminis tration (CM-3900) will be covered during the forthcoming initial QA inspection and subsequent site inspections when additional contractors and subcontractors have been identified.)

Pre-0A Inspection Scoping Meeting This meeting was opened by Mr. Vetter who explained the general scope of the QA inspection and the need for planning to assure maximum inspection efficiency.

Miscellaneous Following the above presentations,the meeting was opened up to a question and answer session.

Based on the discussion, it appears that the applicant has established a comprehensive project organization, having elements capable of adequately managing the project.

Mr. Roe indicated that June 10-12 would be appropriate dates to conduct the quality assurance inspection. These dates were agreed on.
