On November 10, 1975, Mr. E. C. Novak, Toledo Edison Davis-Besse Unit 1 Project Engineer, related by phone the following schedule changes to your Mr. L. Engle, Project >bnager:
Schedule Activity Previous Current Hot Functional Testing December 15, 1975 March 15, 1976 Fuel Loading April 1, 1976 June 15, 1976 Commercial Operation September, 1976 September, 1976 This letter confirms the above Davis-Besse Nuclear Power Station Unit I schedule changes.
These changes have also been reported to Region III representatives as part of the Construction Status Report (Yellow Book) update in October.
While no one dominant cause for the schedule delay can be identified, several factors have contributed to overall schedule lag:
1.
Design refinements continue to be necessary to fine tune systems' designs to regulatory design criteria interpretations and to resolve field impacts or resultant design iterations.
2.
Delivery of components, particularly valves, necesaary to finalize systems continue to be delayed.
3.
Field productivity lags due to rawork necessary to accomplish design refinements, and due to degree of quality assurance documentation necessary to meet NRC nuclear standards.
