Dear Mr. Rusche:
The design of the Emergency Diesel-Generator Fuel Oil Storage and Transfer System has been changed recently by Revision 17 to the Davis-Besse Nuclear Power Station FSAR to provide each of the two diesel-generators with seven day capacity on-site storage which is missile protected, seismic category I and Q-listed.
Because of long lead times for delivery of the pumps and tanks, the new system is not expected to be operational until June, 1977; full power operation is expected by the end of 1976 based on currently scheduled hot functional testing beginning June 7, 1976.
The system which was described in the FSAR prior to Revision 17 will be slightly modified and will be operational prior to fuel load.
The slight =cdifications will consist of additional flanged connections to allow for switching to the new system without welding or cutting. Welding or cutting on a tank or pipe containing diesel fuel is forbidden by OSRA regulations.
As recommended by the NRC staff in a meeting with the Applicant on January 29, 1976, the Applicant hereby requests consideration to allow the Davis-Besse Nuclear Power Station Unit I to operate with the existing installed Emergency Diesel-Generator Fuel Oil Storage and Transfer System in service until the new system has been completed.
The Applicant will keep NRC staff informed of any changes to the expected completion date.
