Dear Dr. Knuth:

This letter is submitted as an Interim Report regarding Davis-Besse Nuclear Power Station Unit 1 Emergency Diesel Generator Jacket Cooling Water Heat Exchangers as Mr. J. Lenardson, Quality Assurance Manager, discussed by telecon with your Mr. J. Sutton, NRC Region III Office of Inspection and Enforcement on September 25, 1975. The condition of the subject heat exchangers is viewed as a significant deficiency pursuant to 10CFR50.55(c).

An investigation is presently underway to determine the cause of the deficiency; concurrently the heat exchangers are being reworked to return them to the quality level required by the purchase specification.

A definitive report of the deficiency, analysis of the safety impli-catiot s, and the corrective action ta':en will be submitted to your office in accordance with 10CFR50.55(e) upon completion of our study of this problem.
