Region. III inspectors have recentily found wiring problems at the Davis-Besse Nuclear Power Station Unit 1 which involve the separatien of protective and control function output circuitry with1m the Reactor Protective System (RPS) and Safety Features Actuation System (SPAS) cabinets. Specifically, the j
internal wiring of the RPS and SPAS cabinets appears to be in noncomplinoce with IEEE-279,1971 Section 4.7.2. _

The EPS equipment was manufactured by the Babcock and Wilcox (B&W) Company, P.ailey Motor Division..and the SFAS by_ the Consolidated Controls Corporation (CBC). Ragion III findings related to the wiring problems are described in oors detail in the memorandum froni D.~ M. Hunnicutt, IE III to Karl V. Seyfrit.
IE HQ dated December 15, 1975. This assorandum is -attsched as Enclosure 1.
In discussions with representativus from B&W, 00C and NRR-TR reearding the generic aspects of this matter, it appears that a similar situation could exiat at other facilities that have B&W NSSS. On this basis we suggest the following:
Racommandations and P3oposed Course of Action:
1.
The Division of Pro *ect Management will revic and evalusta appropriata electrical drawings which depict the internal "as-built" viring of the -
RPS and ESAS cabinets installed at Davis-Besse Station to ensure that this internal wiring has. adequate physical and electrical separation to ocet the intent of IEEE-279. 1971, Section 4.7.2.

The Division of Project lianagemnt will daternine the need for design changes in the RPS and ESAS equi; ment wiring and review any required changes for acceptability..

The Division of Project Management will review the generic espects of the situation as related to other similarly designed facilities.

The Office of Inspection and Enforcement will provide assistanut to the Division of Project Management in resolution of the issue as required.
