, FACILITY: Davis-Besse Unit 1 IDENTIFICATION OF OCCURRE'!CE: Wind speed and wind direction monitoring channels at 827 ft. were not operable.

Conditions Prior to Occurrence: The plant was in Mode 4, with Power (MWT) = 0 and Load (MWE) = 0.

Descriotion of Occurrence: On July 8, 1977 the computer was out of service from 0800 until 1900 hours0.022 days <br />0.528 hours <br />0.00314 weeks <br />7.2295e-4 months <br />. Surveillance Test ST 5099.02, in which wind speed and wind direction at Elevation 827 feet are monitored, was completed without the .: .

reading during this time. Since computer indication was the method used in the procedure for obtaining wind speed and direction (827 foot level) infor=ation, this infor=ation was not recorded on the surveillance test. Therefore, the surveillance requirements were not met, and the Station entered the Action State-

} ment of Technical Specification 3.3.3.4. This was not determined to be reportable

) until the Deviation Report was reviewed by the Station Review Board on August 23.

Designation of Apparent Cause of Occurrence: Surveillance Test ST 5099.02,

" Miscellaneous Instr.:=ent Shif t Check", specified the computer as the only source of wind direction and speed (827 foot level) information.

Analysis of Occurrence: There was no danger to the health and safety of the public or Station personnel. There was no radioactive release requiring meteorological monitoring during the period that these channels were inoperable.

Corrective Action: The Stat:.on was removed from the Action Statement c.,

July 9, 1977 when the requirements of ST 5099.02 were fulfilled. A modifien-tion was prepared to the data sheet at Surveillance Test ST 5099.02. This modification included provision for the recording of weather data from Emergency Control Center Instrumentation in the event of loss of the computer. l Failure Data: On June 13, 1977, the wind speed indicator at Elevation 827 feet was not indicating properly (NP-33-77-12) . This was due to a component failure, l
