DAVIS-BESSE UNIT ONE NUCLEAR POWER STATION SUPPLEMENTAL INFORMATION FOR IER NP-33-77-37 DATE OF EVENT: August 4, 1977 FACILITY: Davis-Besse Unit 1 IDENTIFICATION OF OCCURRENCE: Deliberate entry into the Actic7 Statement of Technical Specification 3.7.6.1.

Removal of the Control Room Emergency Ventilation Condensing Un cs trem service, one at a ti=e.

Conditions Prior to Occurrence: The plant was in Mode 3, with Power (MWT) = 0, and Load OS~E) = 0.

Descriction of Occurrence: At 0940 hours0.0109 days
0.261 hours
0.00155 weeks
3.5767e-4 months
on August 4, 1977, one control Room Emergency Ventilation System Condensing Unit at a ti=e was taken out of service to install new overload heaters. The inoperability of these condensing units caused the Control Roon Emergency Ventilation System Trains 1 and 2 to be inoperable, one at a time. This action caused the Station to enter the A -ion Statement of Technical Specification 3.7.6.1.

I d

Designatfor mf Aeparent Cause of Occurrence: The condensing units were taken out of service to install new overload heaters. The new overload heaters replaced the originals which did not mee. the new system requirements becauce at a system revision which increased the size of the condensing units.

Ana:ysis of Occurrence: There was no threat to the health and safety of the public or to station personnel. One Control Room Emergency Ventilation System Train was operable at all ti=es.

Corrective Action: Both Control Room Emercancy_ Ventilation System Trains had the new overload heaters installed. Both Control Room Emergency Ventilation Systems were run, tested and declared operable at 1000 hours0.0116 days
0.278 hours
0.00165 weeks
3.805e-4 months
on August 4, 1977.

This removed the Station from the Action Statement at Technical Specification 3.7.6.1.

The overload heaters have now been replaced; therefore, the cause of this occurrence is not expected to become repetitive.

Failure Data: No previous similar events have occurred.
