enclosure 76-10 referencing apparent items of noncompliance with NRC re-quirementa, listed as " Infractions" and a " Deficiency" under the heading
" Enforcement Items" The items resulted from site inspections conducted 3by your of fice on Stay 13-20, June 9-11, 13, and 14, 1976.
Following a thorough c:: amination o f the items of concern, Toledo Edison herein offers informatic-regarding these items including corrective actions and dates for corrective action.

Response
Quality Control Instruction 3110 states, the QC representative I
shall be at the specified location to observe conduct of the j
designated witness point in the test 'rocedure and that he shall j
enter the date, time, and his signature in the appropriate spaces j
on the quality control verificatica sheet when the designated step i
is concluded.
The intent of Quality Control Instruction 3110 ras to i=pese the i
requirement that the QC representative observe a witness point in order to sign it off on tha QC verification shcot.
Quality Control 2

Instruction 3110 will be revised to require that the QC inspector j
sign off witness point on the QC verification sheet only when he j
witnesses a procedural step.
This is in conformance with the Toledo Edison Nuclear Quality Assurance Manual, Volume I which defines a uitness point as "a step in a procedura which the requesting individual desires to uitness or inspect.
If the required notification is mada and tequesting individual is not present, the step nay proceed in accordance with the procedure."
It is anticipated this revision will be conpleted prior to August 6, 1976.
