Dear Mr. Stolz:
Your letter of May 26, 1978 stated that the NRC was now allowing the sharing of duties between operating personnel and security personnel for the purpose of providing fire brigade staffing. This letter also requested that we review our position on the size of the fire brigade and inform you if we continue to object to your position on the minimum fire brigade size, in view of the new NRC position allowing sharing of duties.
We have reviewed our position in light of the allowance for sharing of duties, and still maintain that a minimum fire brigade size of three is adequate to provide proper defense in depth against the effects of a fire at the Davis-Besse Unit 1 facility. This position is substantiated by the enclosure to our April 11, 1973 letter (Serial 427).
The formation of this three-man fire brigade would continue to come from the plant operating staff.
