In response to your note, dated November 11, 1975, enclosed is a brief summary of the inspector's response to certain areas of interest expressed by Mr. Dircks during a recent inspection at Davis-Besse.

ENCLOSURE Inspector's Response to Certain Areas of Interest Expressed by W. J.

Dircks 1.

Expressed area of interest (3.a) - Freedom of IE inspectors to inspect, without licensee / contractor personnel present, and freedom to talk with employees.

Basis for interest - This inquiry arose during a tour of the facility and appeared to be aimed at learning whether any restrictions were placed on the inspectors in the conduct of their inspections.

Inspector's response - The inspector indicated to Mr. Dircks that he had experienced no difficulty in this area.

He was free to inspect, on his own, anywhere on the site and could talk to workers on the site without the presence of liceusee management.

The inspector indicated that, in talking to workers, he limi*.ed his inquiries to areas relating to the individual's job or responsibility.

Expressed area of interest (2.e) - Criteria of conducting exit interviews.

Basis for interest - In that Mr. Dircks indicated his desire to attend the exit interview, the inspector volunteered information to Mr. Dircks as to the purpose of the exit interview and the approach he followed in conducting exit interviews.

Inspector's response - The inspector told Mr. Dircks that the purpose of the exit interview was to inform licensee management of significant inspection findings.

In conducting exit interviews, the inspector told Mr. Dircks that his approach is es follows:

a.

Inform licansee management of significant areas covered by the inspection, including findings.

b.

Identify potential items of noncompliance and/or unresolved issues.

"c.

Record comments or commitments made by the licensee relative to inspection findings.

He told Mr. Dircks that exit interviews usually last from 1/2 to 3/4 of an hour and are generally limited to licensee representa-tives and the inspectors.

(Contractors are present at the discretion of the licensee to discuss specific' problems.)

He pointed out that he takes special care to make sure the licensee Os understands his findings and conclusions before leaving the site.

Expressed area of interest (3.f) - The idea of Licensing personnel being stationed in the regions.

Basis for interest - This area of interest arose from the recent visit to the Davis-Besse site by Licensing personnel in which they identified a potential deficiency in the switchyard design.

While this issue was subsequently resolved, Mr. Dircks expressed concern over the fact that the issue developed so late in the proj ect.

His implication appeared to be that Licensing personnel could do a better job evaluating plant design by working in the reg!ons and going to the site periodically.

Inspector's response - The inspector indicated to Mr. Dircks that he had no strong views, one way or the other, with regard to Licensing personnel being stationed in the regions.

He did, however, voluntear that he thought it was important for the NRR people doing plant design review to get out to the sites periodi-cally.

Expressed area of interest (3.g) - The interrelationship between the regional inspectors and Licensing personnel.

Basis for interest - This area of interest was an offshoot of ps item 3, above, and was aimed at learning how effectively IE

communicates with Licensing concerning problems identified during n/

inspections.

Inspector's response - The inspector told Mr. Dircks that, in addition to communicating inspection problems to the IE regional coordinator, he frequently contacted the responsible Licensing project manager to inform him of significant inspection findings and to keep him abreast of the resolution of problem areas.

He pointed out that matters requiring Licensing action were channeled through his management to IE Headquarters who, in turn, worked with Licensing to resolve the issue.

The inspector did not make any mention that our inspection reports further serve to inform Licensing regarding inspection findings.
