Dear Mr. Rusche:

Under separate cover, we are transmitting Amendment No. 40 to the Appli-cation for Licenses for the Davis-Besse Nuclear Power Station Unit No. 1.

This Amendment consists of Revision No. 24 to the Final Safety Analysis Report (FSAR). Three (3) ori;;inal and twenty-five (25) conformed copies of the transmittal sheet are included together with sixty (60) copies of Revision 24 to the FSAR.

This revision clarifies the FSAR in several electrical areas which have been discussed recently with the NRC review staff.

Also ch1s revision completes the changes to the FSAR concerning the diverse electric power source to the auxiliary feedwater pump turbine steam supply valves and feedwater pump discharge lines as related to the NRC in the December 2, 1976, letter to Mr. John F. Stolz. As indicated in that letter the modifications will be completed prior to the commence-ment of the second frel cycle, presently scheduled for the spring of 1979.

As discussed with the NRC review staff, the Auto Test Inserter (ATI) descriptica has been removed from the FSAR and will not be placed in service for initial operation of the unit for the following reasons:

The testing of the Safety Featurea Actuation System (SFAS) is being delayed due to the complications imposed on it by the ATI resulting in delayed turnover and delayed final acceptance of the equipment.

The surveillance requirements for the SFAS in the Davis-Besse Technical Specification do not give any credit for the opera-tion of the ATI.

Also included as part of this Amendment is the submittal of three (3) copies of new and revised detailed EI&C drawings.
