- BENEFIT 8 OF 20% OF POWER LICENSES 1 1

~ In the start. of operation of nuclear power plaats the important steps are:

. i

- 1.

-Fuel. loading.

2.

Initial critical and low power testing, generally in the range below 1% of full power.

3.

Escalation of power in several steps to the full licensed power level.

' 4.

A " warranty" rua, of ten for -100 hours of full power operation.

Fuel loading takes about 2-3 weeks.

Initial low power operation takes about 3 weeks.

Escalauon of. power takes about 3-4 weeks.

~

i

. Operation above 5-10% of f ull power permits testing of~most normal systeas, including the turbine generator.

Nothing is magic about-205.

Various tests are i

normally-done at several levels on the way to full power.

If.a 20%' power license is issued laitially, a 2chedule saving of.6 to.8 weeks'is possible.

If the 20% license follows some lower power license the benefit is reduced, of course.

Tbc following plants, whose fuel loading date is estimated to be before 11/1/72,~ would benefit from a 20% license:
