Draft Environmental Assessment for Westinghouse License Renewal November 14, 2019

NRC Review Westinghouse submitted a license renewal application to the NRC requesting to renew its operating license for an additional 40 years.

The NRC is conducting a safety and environmental review of the application. Both reviews are ongoing.

Safety Evaluation Report (SER)

Environmental Assessment (EA)

The NRC provides oversight through inspections of the site.

Sources

Preliminary Findings in Draft EA No significant impacts to most resources areas.

No change to noise, land use, aesthetics, or transportation impacts.

Westinghouse must comply with NRC dose limits for workers and the public.

Expect Westinghouse to comply with new air and water permits from DHEC and NRC effluent limits.

No adverse impacts identified to endangered or threatened species.

No impacts to historic or cultural resources, if present.

Impacts are not expected to be disproportionately high and adverse for low-income and minority groups because there are no offsite impacts.

Preliminary Findings in Draft EA Impacts to soil, surface water, and groundwater are noticeable but not significant with mitigation and monitoring.

Uranium and Technetium-99 are present in the onsite groundwater in the shallow aquifer.

No pathway for consumption of onsite groundwater or surface water.

Water samples from Mill Creek and Congaree River are below limits.

Mitigation and Monitoring Westinghouse has developed a conceptual site model as a tool to make decisions based on data and site hydrogeology.

Westinghouse created new procedures to make decisions based on sampling results.

NRC license during the renewal period will require Westinghouse to:

Continue monitoring of soil, vegetation, air, river, surface water, sediment, and groundwater.

Enter exceedances of regulatory limits for water into its Corrective Action Program.

Westinghouse must re-submit its environmental monitoring program for NRC review and approval.

Comment on Draft EA Comment period runs from October 28 to November 27.
