Background===

• NRC Transformation Team established in early 2018

• 27 recommendations provided to NRR by NEI in their September 19, 2018, letter

- 1H Eliminate Materials Inspections of ISFSI

• The staff rejected the original recommendation to eliminate ISFSI inspections but committed to assessing the ISFSI program

ISFSI Enhancement Team

• A team of Regional ISFSI inspectors and headquarters staff was created to assess the ISFSI program

• Provide recommendations for a more effective and efficient ISFSI inspection program

• (Team Charter, ADAMS Accession No. ML19155A273)

What was our scope?

• Scope included oversight of ISFSI operations:

- On-site component construction

- Dry-runs

- Loading

- Monitoring

• Not in Scope:

- Transportation

- Vendor Inspections

- Aging Management

- Security

Focus AREAS of ISFSI Program The team identified five safety focus areas:

• Occupational Dose,

• Public Dose/Exposure,

• Fuel Damage,

• Confinement/Canister Integrity, and

• Impact to Plant Operation

Areas of Potential Enhancement

• Risk insights for ISFSI

• Frequency of Inspections

• Resources

• Training

Teams Assessment

• Recommendations developed for areas of potential enhancements

• Developed a new technical basis document for the ISFSI inspection program

• Based on recommendations, significantly revised the inspection manual chapter (IMC) 2690 and inspection procedures to clarify:

- requirements,

- level of effort (hours), and

- inspector guidance

Status and Next Steps

• ISFSI Enhancement Teams report with recommendations reviewed and approved by management in Division of Fuel Management

• Regional review and concurrence ongoing

• ROP Public meeting presentation November 20, 2019

• ISFSI Inspection Program Enhancement Specific Public meeting on December 2, 2019

- Report and Recommendations publicly available in public meeting notice

• Taking public comments through December 20
