MEMORANDUM AND ORDER On June 12, 1980, the Nuclear R,egulatory Comission issued a Memorandum and Order, CLI-80-25, which approved pu.rging of the TMI-2 reactor building atmosphere as had been proposed by the N.R.C. Staff. It discussed the reasons

for its conclusion that a faster purge than that pemitted under the technical specifications which are a part of the TMI-2 operating license would be advantageous. To pemit a faster purge the Comission issued an order dated June 12,1980, temporarily modifying the license.
The June 12th order provided inter alia that:
The licensee or any person whose interest may be affected may, within thirty days, file a request for a hearing with respect to this Order in accordance with the provisions of 10 CFR 2.714.
In the t.:nt a hearing is held, the issues shall be: (1)whether the temporary technical specification modification imposed herewith (described in Part III above) is in the interest of the
.public health and safety; and (2) whether this Order should be sustained. A request for a hearing will not stay the effectiveness
-6f this Order.
In the event a hearing is held, it shall be consolidated with any hearing held in regard to Commission orders in this docket dated February 11 and May 12, 1980.
This Board has been constituted pursuant to the Comission's order of May 12,1980 to rule upon hearing requests and to conduct evidentiary proceedings regarding the amendment of the operating license to include new technical specifications.

l Under the Commission's Order for Temporary Modification of License, dated June 12, 1980, this Board has received a further delegation,1.e.,
to rule upon hearing requests and to conduct evidentiary proceedings regarding the venting order of June 12, 1980.
Since the licensee.or any person whose interest may be affected may file up to and including July 12, 1980, a request with this Board for a hearing with respect to the venting order, it is important that said request be directed to the Office of the Secretary, U.S. Nuclear Regulatory Commission, Washington, D. C. 20555: Attention Docketing and Service Branch.
