Please Considr this letter my petition under 100FR 2.714 to object to the I.leno and Order of 6-12-80 in Docket 50-320.

I presume that others will be objecting to many matters and I shahl attempt not to abject to matters objected to by others.

These natters which I am not dealing with in this objection but which are nonetheless abhorrent to due process and due regard for hunan life include

1. The Staff socumentation on venting is limited to the things shi h the Staff feels require looking at.

It is not definitve. It is not comprehensive.

2. The liRC waives its own rules for no good reason. There is no 30 day connent period prior to the action. There are no public hearings prior to the order.
3. The points broucht up by the Heidelberg Institute group have not been answered by the NRC nor have they been condidered inconsequential by any authority to date.
4. The Corporation which will be in full charge and control of this venting has shown that it is unable to even open a door.

The attempt by Metropolitan Edison to open a containment door earlier this month shows how very inept this Corporation still is.

Obviously, 'tet Ed is still as inept at handling

t a nuclear reactor as it was afx on March 28, '1979.--

An inept corporation must not handle a dangerous ' venting where danger to hu=an beings is incinent.

Job 9er, my particular objection is this:

The SRO is acting like a dictator. The NRO is trading human lives for corporate profit. The NRO is suspending its own rules and u

its own promises to promote the viability of a corporation.

1he NRC is equating the viability of a corhoration.to the value of endani;ering human lives.

1 My interest lies in keeping this nation a depocracy. My interests also lies in keeping the United States a 153 Land of the Free.

If Commissions of the United States 2h1HYKH1thX Government are allowed to operate in the capricious manner that the !!RC is doing, then we have the stzt: of dictatorship by regulatory consissions.

I request that the RC cure the defects in its Jun 12, 1980 y

Memo and rder by allowing enough time for litigants to seek o

administrative remedies before the ordered venting.

I further request that the NRC look into the various objections raised to the Staff's documentation on venting before proceeding with any further action.

U I further reqest that an evaluation be nade whether it would be best for a less inept actor that Metropolitan Edisnn be in charge of the venting.
