Dear Mr. Denton:

The Cincinnati Gas & Electric Company on behalf of itself and as agent for the Columbus and Southern Ohio Electric Company and The Dayton Power and Light Company hereby submits eight copies of Revision 10 to the Industrial Security Plan for the Wm. H. Zimmer Nuclear Power Station - Unit 1. This submittal constitutes Amendment 107 to the Application.

Revision 10 is in the form of Appendix F to the Industrial Security Plan. It replaces in its entirety Appendix F, Revision 9, which is presently in the Industrial Security Plan.

In addition to being a general revision to Appendix F, we have responded to the comments made in the May 30, 1980 letter from Mr. George W. McCorkle to Mr. E. A. Borgmann.

Because this is a general revision to Appendix F and not just a response to Staff comments, the procedures which have been used previously to submit major portions of the Industrial Security Plan are being followed rather than sending only the responses to staff comments directly to Mr. McCorkle as he requested. In order to identify for Mr. McCorkle specific responses to his comments, we have put vertical bars in the right-ha'd n margin alongside those portions of Appendix F which directly respond to the staff comments.

As the Industrial Security Plan and its parts are proprietary, we request that this material be withheld from

public disclosure.

THOSE PARTIES RECEIVING COPIES OF THE SECURITY PLAN MATERIAL ARE REQUESTED TO PLEASE SIGN, DATE, AND RETURN THE ATTACHED CONTROLLED DOCUMENT RECEIPT FORM ALONG WITH THOSE PAGES REMOVED FROM THE INDUSTRIAL SECURITY PLAN.
