Gentlemen:
Your letter of April 10, 1980, to all power reactor licensees requested that each licensee amend their Technical Specifications such that their definition of operable would be consistent with that of the NRC's Stan-dard Technical Specification.
Due to the large number of high priority issues currently being actively pursued, we have been unable to comply with your request. However, within the next 45 days we plan to submit, for your review, the revised AN0-2 Technical Specifications with the
. Standard Technical Specification definition of operable incorporated.
The ANO-1 revised Technical Specifications will then follow, being sub-mitted, for your review, within 90 days.
The ANO-1 Technical Specifications are not in the Standard Technical Specification fomat.
In order to incorporate the subject definition of operable and to' take exception to it' where appropriate, a substan-tial effort will be required.
Therefore, the Technical Specification revision for ANO-1 will require at least 90 days to prepare.

1-070-03 2-070-02 July 1,1980 Presently, both the AN0-1 and AN0-2 Technical Specification definitions of operable meet the basic intent of the standardized definition.
Therefore, the operation of ANO-1 and ANO-2, using the present definition of operable, will pose no undue risk to the safety and health of the general public.
