Background

Amendment No. 9 to the GE license (SNM-1097) issued June 4,1979, approved the general decomissioning plan and financial commitment for the Wilmington site previously submitted by GE and also requested that GE submit additional details of the plan by July 1,1980. The additional details to be provided include further information on anticipated methods of decontamination, areas to be cleaned and volumes to be buried at a licensed burial facility.

GE has been cooperating in an NRC-sponsored study being conducted by Battelle Northwest Laboratories to develop a model decommissioning plan for a reference U02 fuel fabrication plant.

By application dated May 29, 1980, GE requested an administrative amendment to SNM-1097 to allow 90 days after issuance of the final report of the model plan before submittal of the requested additional details of GE's plan for decomissioning the Wilmington plant.

Discussion The decommissioning plan for the GE Wilmington plant approved by Amendment No. 9 to SNM-1097, although general in nature, states the broad criteria GE will use for decontamination and decommissioning of the facilities and grounds for release to unrestricted use. The financial commitment provides the assur-ance of a corporate officer that adequate funds will be available.

A draft of the report of the NRC-sponsored study to provide a model decommissioning plan for a reference U02 fuel fabrication plant was issued in April and the final report is expected to be issued about September 1980.

Approval of the GE amendment application could thus result in a delay of about 5 to 6 months before we receive the additional information.

It seems unlikely that the details to be provided would invalidate the estimated $11,500,000 cost 8007070 86
