COMPETITIVE RANGE DISCUSSIONS Following the SSB's initial evaluation of the proposals and approval ~ on June 23, 1977 of the Proposal Evaluation Report by the D.0. and C.0., letters dated June 24, 1977, were issued notifying the three offerors within the competitive range that discussions were contemplated with their company. By separate letters, dated July 12, 1977, the four unsuccessful offerors were infonned that their proposals were determined to be unacceptable and that no discussions were contemplated with that company an'd a revision to their proposal would not be considered. Oral presentations and discussions were held at the NRC with those offerors in the competitive range during the period July 6 through ,y 8, 1977 as follows: Date-July Time Company 6th 1:00 p.m. Damans and Associates (Damans) 7th 2:00 p.m.. Cresap, McCormick & Paget, Inc. (Cresap) 8th 10:30 a.m. The Iiistitute for Manpower Management (IMM) Bill Dorie, Greg Benoit, Jerry Black and Noff Lockard, 0&P, and Jo Mattia, DC, represented the NRC during the discussions with Damans and Cresap. Mr. Nate Bentson in lieu of Noff Lockard attended the IMM discussions. A list of attendees representing their respective companies is filed in the contract folder. A one-half-hour presentation was allowed for each offeror, if they so requested. The method and content of tha presentation was left to the individual company. These discussions began with Jo Mattia giving introduction remarks and a discussion of the following with each offeror: Role and authority of herself, Bill Dorie, Greg Benoit, a. Jerry Black and Noff Lockard during the discussions and any resulting contract. 8007020.?
O O 2 b. Objective and prime purpose and the extent of the discussions (all areas e.g. technical, management, administrative exclusive of cost and fee). Cost and fee areas were to be discussed at a later date upon receipt of audit information from the cognizant DCAA. c. Source selection process and evaluation criteria. d. Establishment of July 15, 1977, 3:00 p.m. for the receipt of any revisions to the proposals initially submitted and the treatment of late Best and Final Offers. Also, the format for submittal of revisions, if any. Each offeror was requested to include data concerning categories of labor and hours, materials, proposed subcontract categories of labor and hours, travel, etc., as part of the technical proposal without any reference to cost elements, e.g., labor rates, overhead rates, profit, etc. ,. y The technical team discussed certain deficiencies and/or areas where there could be more elaboration in the technical and management areas of the proposal in order to clarify or substantiate the areas judged deficient. This was done with each offeror, utilizing the written questions developed by the technical team based upon their evaluation of the respective proposal. Offerors were encouraged to engage in conversations regarding these areas a,nd'to ask questions at any time during the discussions. As a result of the answers given i.Y each offeror, additional questions were 9 nerated. These 4 were dov;mented after each meeting for inclusion.in. the Best ad Final letter. Terms and' conditions'such as the key personnel cbuse and government-furnished property were also discussed. Discussions were concluded with the reiteration of the common cut-off date and that if offerors were to have further questions they were to be directed to the Divisions of Contracts, Jo Mattia. TECHNICAL EVALUATION OF BEST AND FINAL OFFERS Revist d proposals were received from the three offerors within the competitive range by the date and time specified for receipt of Best and Final Offers. The revised proposals were distributed to the technical staff of the Source Selection Board on the same day, July 15, 1977, for re-evaluation of each proposal as it now exists in accordance with the evaluation criteria set forth in the solicitation. Enclosure (1) provides an abstract of the evaluation criteria, the weighting factors and the numerical ranking of each proposal. After a thorough review of the proposals by the technical evaluation members of the SSB, a Technical Evaluation Summary Report was ' 'f prepared and completed on July 20, 1977, Enclosures (2), (3), and (4). This report provides a detailed narrative supporting the grades for each evaluation factor and points out strengths and weaknesses of the offerors' proposals. In addition to the technical ' evaluation, a review of the reasonableness of the quantitative and qualitative aspects of the proposed direct labor hours, including consultants, travel, and material costs was made by the technical evaluators and forms a part of the technical evaluation summary report. These grades and narratives were used By th.e SSB to support its findings and recommendations to the D.O. and C.O." III. ESTIMATED COST AND FIXED FEE Cost An analysis of each prospective Contractor's cost proposal is attached as Enclosures (5), (6), and (7). Comments regarding the quantitative and qualitative aspects of the proposed direct labor hours, consultants, travel, and material costs from a technical standpoint and the level of effort to be performed have been incorporated in Enclosure (2). An audit of each cfferor's proposal was conducted in accordance with FPR 1-3.809(b) and any areas of cost questioned, unsupported or unsolved were discussed with each offeror.
