Dear Mr. Heel:

The Atomic Energy Council (AEC) of Taiwan has requested NRC assistance in arranging visits to the Richland, Washington, and Bettty, Nevada, low-level waste disposal facilities sometime during the periods July 23-30 (at Richland) and July 31 through August 1,1980, (at Beatty) for Mr. Kuo-Yueh Liu, a health physicist who will be in charge of the AEC's new low-and mid-level waste management division. He would like to observe the treatment of low-level waste and discuss general management problems with appropriate members of the facilities' staffs.

The overall purpose of Mr. Liu's visit to the U.S. is to examine waste management efforts at low-level waste disposal facilities and reactor sites. He is also being scheduled to discuss waste management issues with the NRC staff and with representatives at TMI. Additionally, fir. Liu has requested a tour of Fermi-1 to discuss decomissioning activities. Copies of Mr. Liu's proposed itinerary and biographical infomation are attached for your further infomation.

The U.S. Nuclear Regulatory Comission has an active arrangement for the exchange of regulatory and safety information with the Taiwan AEC. Your favorable consideration of this request would be a major contribution to that exchange. As always, however, acceptance of this request is purely optional, subject only to the decision of the Nuclear Engineering Company, Inc., and has no bearing on any regulatory activities. The Richland and Beatty facilities would still be required to comply with all conditions of their NRC licenses, including applicable safety and safeguards regulations with respect to this visitor.

I would appreciate it if you could advise Mr. Robert Senseney of this office by telephone (301-492-7788) or telex (710-824-0415 NRC BHDA) of the feasibility of the proposed visitsand, if acceptable, of the date and time most convenient for Mr. Liu's arrival.
