We Ci?3,) have aceived respenses fmm ANC-2; St. Lucie, Maine Yankee, Fort Calhcun and Palisades as of Sept. 7,1979.

Except for the Palisades aspenses to Iters 4, 6b, and 7, the msponses received to date appear to be cer::plete and responsive.
The DOR LPM (R. Silver) has been infomed of the deficiencies of the Palisades respenses and he is working with the licea.see to resclve these iters in an acceptable ranner/

SD1ISCALE CCMPARISONS-Cwners' g: cup preposing to confirm C-E mcde_f by cc= paring with separate effects tests rather than with $cse of the "Semiscale Tests". If integral test is required for the small bmak I4CA si::ulation, they submit that the IDIT facility will prc-vide a better :vpresentation of anticipated F4R prirary system hydraulic phenomena than the Semiscale test facility.

Current Status Brunswick 1&2 StR in review, ready to be issued except for problem with 00R (see problem).
e All other resporses are being reviewed by the Group with assessments due 9/14.
Some problem areas in responses have been identified to 00R PMs and these are being resolved.

Future Work e Resolution of SER approach with DOR (see problem).
Identification of all remaining problem areas with Bulletin respenses and resolution vii 00R PMs.
. Designation of plants for which SERs can now be written.
Review of SLRs prepared by DOR pMs.

Problem Areas 00R (T. Ippolito) has expressed objection to SER approach to close out IEB 79-08. He believes a letter would be sufficient.
There are still a number of problems with supplemental responses.
Will consume manpower to iterate with 00R PMs to achieve resolution.
Management focus has shifted from Bulletins to generic studies.
This is justified.
However, NRC management must acknowledge the importance of resolving the Bulletin items.
C.- GENERIO REVIEW l.
eackground Review was initiated in early-June.
W. Hodges has the lead in preparing generic report.
Owner's Group for GE Operating Plants was formed in late June to deal witn B&O.
Lacrosse plant is handled separatr' A-C was NSSS supplier.
Initial requests for information kr
- .ent to utilities in mid-July.
Subsequent requests were sent to Owner's Group and to Lacrosse licensee in late-July, late-August, and early-Seotember.
GE Owner's Group submitted 5 copies of generic report (NEDO 24708) in mid-August and supplemented it in late-August witn 5 more copies.
Met with Owner's Group mid-July and early-September to set agreements on. scope of responses to B&O requests.
Prelin;inary problems have been identified to Owner's Group regarding NEDO 2a708.
A list of.15 prospective changes to BWRs nas been developed.
Initial submittal from Lacrosse was received early-September.

Current Status B50 review of NECO 2a708 continuing.
GE Owner's Group working on response to long-term B10 items.

Nuclear Services Corporation is their consultant.
GE Owner's Group is ceveloping positions on our list of 15 prospective requirements for BWRs.
Memorandum written to requests PAS assistance in assessing the impact on reliability of GE ECCS if B&O prospective requirements are implemented.

Problem Areas hot all requests for information were made in the initial requests.
Four additional sets of requests spanning two months have caused about one month slip in schedule.
Tne second round of requests on NEDO 24708 may cause an additional slip. Need quick identitivation of problem and quick turnaround by Owner's Group.
P Lacrosse submittal date of 11/1 will preclude us from including this plant in our generic report.

GE's internal " Lessons Learned" program could conflict with our recommendations. We need to find out what their recommended changes will be. This will not be easy and may be impossible in light of the vendor / utility / staff relationships.
Release of our Lessons Learned requests plans other.TMI-2 related requests for information will tend to dilute industry resources.
Thus, there is a potential for a reduction in the industry focus on B&O activities and the possibility for schedule slips.
We need to have an effective overall coordination with the
. 0wner's Groups of all TMI-2 related acti rities to assure that the industry' resources are being expanded on the most important issues.
