Dear Senator Schweiker:

I am writino in response to your letter of April 16, 1980, which forwarded a request for information from Mr. Harold Donley concerning a release of radioactive gases at Three Mile Island on March 20, 1980.

On March 20, 1980, there were releases inside the auxiliary building of Unit 2, which were detected by local air-particulate monitors in the building.

The source of this leakage was subsequently found and isolated, which has prevented further releases.

Air leaving the auxiliary building to the environment is continuously monitored by air-exhaust duct effluent monitors. These monitors, which are nuch more sensitive than monitors located offsite, did not detect radioactive ' materials above normal release rates from the plant during the March 20, 1980, release. As expected, on the basis of these measurements onsite, NRC environmental thermoluminescent dosim-eters for March showed no radiation exposure above normal background levels.

Also, as expected, b.S. Environcental Protection Agency (EPA) analysis of data from background recorder and air samples collected on March 20, 1980, indicated no release of radioactivity to the environment as a result of the leaks within the auxiliary building on March 20, 1980. The EPA analysis for krypton-85 in air collected from the morning of March 19, 1980, until about 5:00 P.M. on March 20, 1980, showed kryptcn-85 to be within the normal background range.

EPA reports that sacples collected in the vicinity of TMI in recent months show background levels of Kr-85 to be in the range of 20-40 pC1/m3 of air.

Mr. Donley would like RSS to find the answers.to a ew questions for him.

Yesterday, March 20 it was announced that there was another release of, radioactive gases at Three Mile Island.

Mr.

Donley called the office of his state r e p r e s e n t a t i vo., Mr. Geesey, to find out what the~ readings were for his area and talked to Geesey's aide, Mr. McNalley.

He wanted to know what the readings, were, where they were taken and how they were taken.

Mr. McNailey in turn colled the DER, Mr. Hide's office and talked to Sherry.

She explained that the readings were minimal but couldn't re-lease the other information.

She did say that the closest reading to Lewisbury was Fairview Heights which is equipped with a TLD and read once a month, but that it wasn't read yesterday and won't be until the end of the month.

The next closest is in Goldsboro

.which has a graph so that immediate readings can be taken, but ACTION TAXEN/ADU(TIONAL IhFORMATION-again this wasn't read yes erday.

The minimal reading came from TMl, but it wasn't processed at the time.

Mr. Donley's questions are: How can the DER announce thi the re16ase was " minimal" if the data hasn't even been processed yet?

If.Mr. Thomas Gieweski is the head of the radiation pro-tection service, is he checking the radiation and if so how'.

B;cause he doesn't have a meter that can measure the radiation.

Mr. Donley would like more technical information and please forward him the answers.
