This is in response to your letters dated December 17, 1979 and April 17, 1980, which transmitted page changes to your Fundamental Nuclear Material Control Plan and requested specific exemptions from the requirements of 10 CFR 70.58 (g)(1) and 70.57(b)(ll).
He have determined that granting the requested exemptions and approving the page changes will not endanger the common defense and security and that it is othenvise in the public interest to do'so. Therefore, in order to incorporate these into your license, we are adding License Conditions 3.1.1 and 4.10 and revising License Conditions 1.1, 2.1, 3.1, 5.2, and 8.1.
Accordingly, effective immediately, Anendment No. MPP-2 to your License No. SNM-1168 is hereby revised to include the above changes, as reflected in the enclosure to this letter.
L'e have determined that the attachments to your letters dated December 17, 1979 and April 17, 1980, contained information of a type specified in 10 CFR 2.790(d). Accordingly, pursuant to Section 2.790(d)(1), such infomation is deemed to be commercial or financial information within the meaning of 10 CFR 9.5(a)(4) and shall be subject to disclosure only in accordance with the provisions of 10 CFR 9.12.
