Dear Senator Bayh:

This is in response to your memorandum attached to which was a letter dated April 30,1980 from your constituent, Mr. Matthew W. Will.

We understand from Mr. W. Will'r letter (see enclosed original letter) that he believes that there have been no serious accidents associated with military nuclear propulsion systems such as those used on naval ships, while there have been accidents of numerous types at cor:rnercial nuclear power plants used to generate electricity.

The NRC is not responsible for the licensing of military nuclear plants and as such we are not able to provide information regarding accidents that may have occurred at these plants. Relative to such data, we recommend that Mr. Will write to the Division of Naval Reactors, U. S. Department of Energy, Washington, D. C.

We have enclosed a copy of a report published in April 1980 by Oak Ridge National Laboratory entitled " Descriptions of Selected Accidents That Have Occurred at Nuclear Reactor Facilities", OdNL/NSIC-176.

This report was prepared at the request of the President's Comission on the accident that occurred at the Three Mile Island Nuclear Power Plant and provides hignlights of accidents that have occurred at central power plants, production reactors and experimental and research reactors.

We trust our response together with the enclosed report will be useful to you.
