SUMMARY

OF MEETING HELD ON JUNE 10, 1980 A meeting was held with representatives of OPPD on June 10, 1980 to discuss the work which has been performed subsequent to our May 7,1980 meeting on Asymmetric Loads analyses. OPPD was assisted in the presentation by represent-atives of CE and EBASCO. A list of attendees is attached.

During the May 7,1980 meeting, OPPD representatives agreed to provide the staff with: (1) the costs and problems associated with mechanical fixes, and (2) the methodology to be used (if this approach were chosen) in a fracture mechanics evaluation.

A feasible mechanical fix involves the attachment of the cold leg RCS piping outside the biological shield. The attaching point being determined by the fact that the first piping elbow in thesa lines is, unlike most CE plants, outside o. this shield.

Due to limited space in the installation area, extensive field welding and drilling of numerous holes through reinforced concrete would be required.

The estimated cost of such modifications would be in the order of $25 million and approximately 5,400 Man Rem exposure. The availability of qualified workers, the high expenditure and the possible dis-posal problems associated with concrete drilling make this method appear impractical to OPPD. A more complete evaluation of this possible fix will be included in the report on Asymmetric Loads which will be submitted in July 1980.

A technical presentation on the methodology which CE will use in the fracture mechanics evaluation for the Fort Calhoun Station appeared to be acceptable to NRC staff members present at the meeting. Some of the information which has been developed by a Westinghouse Owners Group working on this subject may be purchased and used by OPPD.

OPPD was again informed that although some of the staff agree with the fracture mechanics approach, it has not been endorced by the Commission.

A staff report will be issued on our review of the forthcoming report for Westinghouse facilities which may or may not bring Commission approval to 8 00702 00bl

. the use of fracture mechanics.

OPPD agreed to present, in the Asymmetric Loads report due in July,1980, to include the information discussed in this meeting.
