Based on your letter, we consider your Quality Assurance program application, dated June 26, 1978, as withdrawn. Accordingly Todd Shipyards Corporation may not conduct transportation activities in a non-Agreement State in accordance with 10 CFR 5150.20 since the requirements of 5150.20(b)are not met regarding Part 71.
