MONTICELLO Fire Protection Review Item 3.1.2(2) - Automatic Water Suppression Systems, Diesel Generator Rooms Item 3.1.2(2) of the Monticello SER calls for the installation of a pre-action type water suppression system to protect the diesel generator rooms.

Under their cover letter dated May 8,1980, Northern States Power and Light Company submitted design information on this item. The submittal consists of c description of the proposed system and a set cf technical specifications covering the procurement and installation of the equipment. The proposed sys-

, tems will be pre-action type sprinkler fire extinguishing systems which will be installed in both diesel generator rooms and both day tank rooms. Fire de-tection subsystems will be included for fire detection, local alann, annuncia-tion in the control room and actuation of the extinguishing system. The de-tectors will be of the themal rate compensated type having a 140 F rating.

The sprinkler heads employed in the system are rated for operation at 165 F except in localized hot spots where higher ratings will be used. Upon actua-tion of a thermal fire detector, the system deluge valve will operate allowing water to fill the entire system. A continuing rise in temperature will open one or more sprinkler heads when the fusing temperature of the sprinkler re-lease mechanis.m is reached. Operation of the deluge valve will also transmit a waterflow alarm locally and in the control room. The systems will be pro-vided with manual break-glass actuation stations.

Seismic qualifications at the systems have not been evaluated. The pre-action type sprinkler system described in the licensee's submittal essentially meets the requirements of SER item 3.1.2(2). The licensee's proposed modification is satisfactory with the addition of the following provisions:

1. The system shall be designed to provide a minimum density of 0.30 gpm/sq.

ft. over the entire single area of application.

2. Acceptance tests of the installation including the automatic detection system and deluge valve operation shall be perfonned as required by Sec-tion 1-11 of NFPA 13-1978, Section 2-2.3 of NFPA 72D-1979 and Section 8-2.1 of NFPA 72E-1978.

Item 3.1.3(1) - Gas Suppression Systems - Cable Spreading Room This item calls for the installation of an automatic gas suppression in the cable spreading room.

Enclosed under their letter dated May 8,1980, Northern States Puwer Company submitted design information relating to this item. The submittal consists of a description of the proposed system and a set of technical specifications covering the procurement and installation of the equipment. The proposed sys-tem will be a total flooding Halon 1301 fire extinguishing system having a 5%

to 6% concentration maintained for a minimum duration of 10 minutes. Dis-charge time will be 10 seconds to full concentration density. The system will l

.,be automatically actuated by electric thermal detectors of the rate-compensate type and/or manually from a local control panel. The system will be provided with a reserve bank of Halon 1301 via a manual selector valve. Provisions are included for alarming at the control room with auxiliary contacts for shutting down fans, closing dampers and turning on the emergency lighting system. Sys-tem trouble conditions will be individually annunciated at the control panel with a common trouble transmitted to the control room.

Seismic qualifications of the system has not been evaluated. The proposed Halon 1301 extinguishing system for the cable spreading essentially meets the requirements of item 3.1.3(1) of the SER. The described system is satisfac-tory with the addition of the following provisions:

1. The reserve capacity should be sufficien' or at least one full "2nd shot" di scharge.
2. Acceptance testing of the installation shall be in accordance with the following sections of NFPA 12A-1977.
a. Section 1-7.4 Approval of Installations
b. Section 1-8.2.3 Automatic Detection
c. Section A-1-7.4(a) Appendix A, Approval of Installations.

We recommend that the staff accept this item with the above 2 provisions.
