We have determined that the reker arm prelube pumps and associated

controls used with the two Colt-Pie'i' tick Type PC-2 Diesel Generator Sets installed at South Carolina Electric c Gas Co.-Summer Station permit opera-tion in a manner that could lead to a failure to start as a result of a hydraulic lock in a cylinder.

This pump is presently controlled by an on/ auto /off switch. In the auto position, the pump operates continuously while the engine is shut down and will be shut down when the engine begins to run. This nearly continuous operation could lead to oil entering a cylinder through the valve guides.

While unlikely, this could result in cylinder clearance volume becoming filled with oil and hydraulically locking that cylinder.

We propose to modify the system by replacing the on/ auto /off switch with an on/off switch. We will modify the instruction manuals to indicate the pump

- should be operatd for five minutes once a week, based on a maximum exercising

ycle of 31 days contained in Reg. Guide 1.108.

This is the only installation with the on/ auto /off switch operated in thu fashion. We are instituting a further review of all other installation elec cical schematics and instruction manuals to insure that the potential of a hydraulic lock does not exist.

The only operating facility with the potential problem is Alabama Power Company's Farley Plant. They have an on/off switch with an instruction manual which indicates the pump should be operated 10 minutes prior to exercising. bO/7 By copy of this letter, they are being advised of the potential problem witn excessive operation.
