Gentlemen:

Millstone Nuclear Power Station, Unit No.1 decirculation Pump Inservice Insnection As required by 10CFR50.55a(g), Northeast Nuclear Energy Company (NNECO) notified the NRC Staff in Reference (1) of the impracticability of performing the ASME Code Section XI Category B-L-2 examinations for the reactor recirculation pump casings at Millstone Unit No. 1.

In that letter, we requested relief from the requirements of Table IWB-2500 until major maintenance needs to be performed on the pump. We listed a number of reasons for granting the postponement; we identified alternate examinations that would be performed; and we requested a response by August 30, 1980.

In subsequent conversations, we requested a verbal indication from the Staff by May,1980, as to the likelihood of a written Staff response by the requested date.

This was necessary because of the lead times required for obtaining spare parts, special tools, and for refueling outage planning.

Based on those conversations, NNECO has determined that we must assume the burden of responsibility in concluding that the information and planned alternate inspections that were submitted in Reference (1) justify the pos tponement. Thus, the alternate inspections will be performed in lieu of the ASME Code Section XI Category B-L-2 visual examinations which are not being scheduled for the 1980 refueling outage.
