PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT PNS-II-80-7 This preliminary notification constitutes EARLY notice of an event of POSSIBLE national security or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

The employee was-observed and challenged by a TVA official familiar with the real TVA~ photographer. The employee stated that he is a part-time free lance photographer a'nd was interested in pictures for a possible future newspaper article.
TVA has voided his picture badge thus denying access to site and conducted a search of all areas this employee could have entered to include Reactor Building

and Containment. The search found no contraband.
RII Resident Inspector was notified of the incident at 9:45 p.m. and when responding to the site was involved in auto accident which delayed his arrival until 11:00 p.m.
Sequoyah is in pre-operational status undergoing initial fuel loading.

interest is anticipated. A TVA news release is planned later today. No press I
release is planned by NRC. The State of Tennessee has been notified.
The Incident Response Center was notified by the licensee at about 9:30 p.m o.n March 4.
The IAT has been notified. Region II special security inspection will commence March 10.

Region II (Atlanta) received notification of this occurrence by telephone from the Resident Inspector at 8:30 a.m. on March 5.
