Dear Mr. Ippolito:
The Power Authority of the State of New York has received your letter dated June 3, 1980, whereby you requested the Authority's cooperation with the Nuclear Regulatory Commission, in the conduct of a " people-related security problem" study.
As in the past, the Authority has cooperated with studies performed by the NRC, Sandia Laboratories, Science Application Incorporated, and Los Alamos Scientific Laboratories, and will continue to assist in this effort.
However, the James A. Fitzpatrick Nuclear Power Plant is in the process of a refueling outage along with major modifications (fire protection, D!I Lessons Learned and pipe stress analysis), which have levied a heavy workload on plant personnel and any additional non-critical work during this period is not appropriate.
The Authority would be interested in participating in the study effort during the Fall 1980 after the refueling outage and as long as the information gathered is provided to the Authority during the course of the study.
