400 Chestnut Street Tower II June 23, 1980 Director of Nuclear Reactor Regulation Attention:

Mr. A. Schwencer, Chief Light Water Reactors Branch No. 2 Division of Licensing U.S. Nuclear Regulatory Commission Wash.'ngton, DC 20555

Dear Mr. Schwencer:

In the Matter of the Application of

)

Docket No. 50-328 Tennessee Valley Authority

)

TVA requests that Sequoyah Nuclear Plant (SNP) unit 2 be exempted from performing the preoperational reduced pressure containment integrated leak rate test (CILRT) as required by Appendix J to 10 CFR Part 50.

A reduced pressure test was performed at SNP unit 1, and the results could not be correlated with the full pressure CILRT. This lack of correlation was attributed to the low pressures involved in testing an ice condenser containment.

Furthermore, the SNP unit 1 technical specifications do not permit periodic CILRT at the reduced pressure.

We fully expect the SNP unit 2 technical specifications to have a similar restriction.

Thereiare, there is no naed to establish a leakage correlation between.Se full pressure and reduced pressure tests.

For the reasons stated above, TVA requests an exemption from the require-ments to perform a reduced prea:sure CILRT.

TVA also requests that SNP unit 2 be exempted from performing the CILR1 after ice loading.

By scheduling ice loading after.he CILRT, TVA will have additional construction scheduling flexibility and good potential for saving time and money. The actual ice loading operation will not alter the as-tested containment pressure boundary.

Further-more, TVA does not expect the results of the pre-ice load CILRT to change significantly with the introduction of the ice mass.

For these reasons, TVA requests an exemption from the requirements of Appendix J to 10 CFR Part 50 to perform the CILRT for SNP unit 2 before ice loading.

Very truly yours, TENNESSEE VALLE'.' AUTHORITY h,

p L. M. Mills, Manager
