June 18, 1980 0FFICE OF INSPECTION AND ENFORCEMENT EN-80-24 NOTIFICATION OF SIGNIFICANT ENFORCEMENT ACTION Licensee: Toledo Edison Company, Toledo, OH (Davis-Besse Nuclear Plant)

Docket No. 50-346 (License No. NPF-3)

PROPOSED IMPOSITION OF A CIVIL PENALTY - 513,000 This is to inform the Commission that a Notice of Violation and a Notice of Proposed Imposition of a Civil Penalty in the amount of Thirteen Thousand Dollars will be issued on or about June 20, 1980, to Toledo Edison Company.

This action is based on three alleged items of noncompliance which contributed to an overexposure to one employee of 4.76 rems and the exposure of another employee of 1.30 rems.

The permissible exposure for one quarter of a year is 3.0 rems.

A news release has been prepared and will be issued about the time the licensee receives the Notices.

The State of Ohio will be notified.

It should be noted that the licensee has not been specifically informed of the enforcement action. The schedule of issuance and notification is:
