On May 16, 1980, the NRC, by a formal vote of 4-0, determined that it was unable to find that your application for license to export specially designed parts and components to India (application number XCOM0381) meets the criteria for issuance set forth in Section 109b of the Atomic Energy Act.

Accordingly, your application was referred to the President for further consideration as provided for in Section 126b.(2) of the Act.

Copies of the Comissions' memorandum and order dated May 16, 1980, as revised June 9,1980, are forwarded for your information.
