Dear Mr. Wilson:

On May 16,1980, the NRC, by a formal vote of 4-0, determined that it was unable to find that your applications for licenses to export specially designed parts and components to India (application numbers XCOM0240 and XCOM0250) meet the criteria for issuance set forth in Section 109b of the Atomic Energy Act. Accordingly, your applications were referred to the President for further consideration as provided for in Section 126b.(2) of the Act.

Copies of the Commissions' memorandum and order dated May 16, 1980, as revised June 9,1980, are forwarded for your information.
