SUBJECT:

ITLE:iENTATION OF REVISED SP.P 5.4.7 Fevised SRP 5.4.7, which includes BTP RSS 5-1, has new requirements which affect several SRP's for which the ASB has primary review responsibility.

The implecentation schedule fc: revised SRP 5.4.7 is given in Enclosure 1 R

and was approved by the Director, NRR, on !' arch 10, 1978.

Full inplementation of revised SRP 5.4.7 will.be applied to Class 1 plants (all custon er standard plants for which CP or PDA applications are docketed F

af ter 1/1/78).

For PUR Class 1 plants the functional requircaents for

going to cold shutdown and the requirements for the steam dump valves and 0

water source for the AFS affect the Auxiliary Systems Branch.

In order to F.cet the functional requirer. ants, the applicant may upgrade those portions of the CVCS normally used to cool down to conditions permitting operation n

of the R!!R system or may propose a backup approach involving less upgrading l

(e.g., use of ECCS, pressurizer relief valve).

For PWRs, RSB would review the approach used to meet the functional rqquirements of BIP RSB 5-1 with respect to cooldown to the cold shutdown condition. Since the ASG has primary review responsibility for the pertinent portions of the CVCS (SRP 9.3.4), the atmospheric dump valves (SRP 10.3), and the source for auxiliary feedwater (SRP 4.9), it would be responsible for the reifew of these systems to show conformance with BTP RSS 5-1.

The RSB would revicu the RMP.S and, if used, the pressurizer relief valve and ECCS.

In addition, the RSB reviews the tests and supporting analysis concerning aixing of borated' water and cooldoim under natural circulation as required in BTP P.SB 5-1.

The partial icplementation outlined in Table 2 of Enclosuro 1 is to be applied

to Class 2 plants (all custca or standard plants for uhich CP or PDA applications were dccheted before 1/1I78 and with expected OL issuance dates on or after 1/1/70). For PURs. the RSS reviews the approach used to go to the cold shutdown condition.

natural circulation.

"ote that for Class 3 plants the required implementation will be determined by D0R and IE. A list of Class 3 plants recently or currently under licensing review is given in Enclosure 2.

This list was obtained from the 1.icensing Projection for December 1977 when the RRRC approved the impiccantation.

It is expected that you will modify your Standard Revieu Plans accordingly.
