We have detennined that the " Primary Route" as submitted with your April 14 1980 let:er passes through heavily populated areas and thus does not meet ( the requirements of 10 CFR Part 73.37(a)(3). Accordingly, in view of the ex-istence,f an acceptable alternative route, the use of this route is disap-proved. The " Supplemental Route" submitted with your May 5,1980 letter is judged to meet the regulatory requirements in accordance with 10 CFR Part 73.37 and accordingly is approved. Please note that assuring highway safety is the responsibility of the licensee and carrier and our approval is not intended to provide relief .7

Data relating to these arrangements and a copy of the approved route are encle:ed.
