Commonwealth Edison Company Quality Assurance Program Topical Report CE-1-A Revisions NRC Dkts. 50-10, 50-237, 50-249, 50-254, 50-265, 50-295, 50-304, 50-373, 50-374, 50-454, 50 455, 50-456 and 50-457 Page 1-7 of Commonwealth Edison Company (CECO) Topical Report, CE-1-A, " Commonwealth Edison Company Quality Assurance Program for Nuclear Generating Stations" relative to NRC-Q421.7 is further revised to replace the original page submittal of Rev. 11, dated 12/21/79, to include the basis on which "equiva-lent" educational requirements will be established and satisfied as requested in item "b" of the staff position of Mr. W. Haass's letter of June 11, 1980.

With regard to item "a" of that letter's staff position, the one year experiente in the implementation of the Quality Assurance Program is meant to indicate that the person shall have had a detailed involvement in the administration of and adherence to the Prograc in a significant technical management responsibility directly involving nuclear power plants, such as engineering, construction, operation, etc.

Also enclosed is revised Rev. 12 of page 1-7 which is included for replacement of Rev. 11, page 1-7.

The Director of Quality Assurance (Engineering-Construction),

the Director of Quality Assurance (Operating) and the Quality Assurance Supervisor (Maintenance) report directly to the Manager of Quality Assur-ance.

The Director of Quality Assurance (Engineering-Construction) has responsibility for ad=inistering design, procure ent and construction quality assurance activities; the Director of Quality Assurance (Opera-ting) has responsibility for ad=inistering operating quality assurance activities; and Quality Assurance Supervisor (Maintenance) has responsi-bility for quality assurance activities covering caintenance, modifica-tion, in-service inspection and Stores activities.

They have authority and organizational freedom to identify proble=s and to initiate, recom-send or provide solutions.

The Quality Assurance organization is indep-endent of the groups and individuals directly responsible for performing specific activities to which such quality assurance is applicable.

The qualification requirements for the position of Manager of Quality Assurance includes having a broad background and working know-ledge of nuclear plant engineering, construction and operating activities within Co:monwealth Edison Company as well as functional interfaces with working organizations outside the company plus having executive capabi-lities to achieve goals and objectives in concert with company policies.

Also, required is knowledge of Quality Assurance regulations, policies, practices and Standards and experience working in Quality Assurance or related activity in reactor design, construction or operation or in a similar high technology industry.

Educational requirements include, as a minimum, a baccalaureate degree or equivalent in Engineering or related science.

" Equivalent" is considered to be commensurate with 1-the factors described in paragraph 4.1 (ite=s a-j) of ANS-3.1-1979.

The Manager of Quality Assurance shall have four (4) years experience in the field of quality assurance, or equivalent number of years of nuclear plant experience in a supervisory position preferably at an operating nuclear plant or a combination of the two.

At least one (1) year of this four years experience shall be nuclear power plant exper-1ence in the implementation of the quality assurance program.

Job requirements for the positions of the Directors of Quality Assurance and Quality Assurance Supervisor (Maintenance) include having a broad background and working knowledge of engineering, construction and operating activities within Commonwealth Edison Company as well as having a knowledge of codes and standards applicable to power plant design, construction and operation and quality assurance principles.

They also shall have supervisor and management qualities and capabili-ties.

Educational requirements shall include a baccalaureate degree or equivalent in engineering or an equivalent technical discipline.

The Vice President (Licensing, Construction, Production, Nuclear Engineering and Environmental Affairs) directs the activities of departments responsible for licensing, construction, construction testing, plant operations, nuclear engineering and environmental affairs.
