This is in regard to your May 14, 1980, application to the Department of Transportation requesting an IAEA Certificate of Competent Authority for tre Model No. 600 package.

We note that the application requests provisions which are'different from those specified in NRC Certificate of Compliance No. 5980:

IAEA Request NRC Certificate 1.

Up to 300 grams of Plutonium in Not authorized Special Fom 2.

Fissile Class II Fissile Class III Before applying for a Competent Authority Certificate, you should apply fcr an appropriate amendment to NRC Certificate of Compliance No. 5980.

The cesign, contents, and operating conditions of the package authorized by the NRC Certificate should be the same as authorized in the Competent Achority Certificate.

The application for a revised NRC Certificate stould also address the requirements of 10 CFR 871.42 if more than 20' curies of plutonium are to be shipped in a form other than metal, metal alloy or reactor fuel elements.
