Dear Mr. Stelio:

On May 10,1980, the 21st Senatorial District, Bexar County, of the State of Texas, met and passed the following resolution. It is incum-bent on me as Chairperson of that meeting to advise you, copy to the Office of the Legal Director, United States Nuclear Regulatory Commission, of the contents of that resolution:

"WHEREAS the Nuclear Regulatory Comission has issued an Order that Houston Lighting and Power show cause why the Construction Permit for the ,

South Texas Nuclear Project should not be suspended; "WHEREAS the basis for this action by the Nuclear Regulatory Comission was an extensive pattern of violations of standards for protecting the lives and property of the people of South Texas; "WHEREAS the huclear Regulatory Commission is considering calling a public hearing on the show cause order; "WMcREAS the public is entitled to full information on any poor workmanship at the South Texas Nuclear Project; and "WHEREAS an Atomic Safety and Licensing Board considering an application for an operating license for this plant is entitled to a fully developed record of any possible construction defects; "THEREFORE BE IT RESOLVED that we the delegates in convention in Senatorial District 21 of the Democratic Party do hereby resolve that there should be a full public hearing on the charges made against the licensee for the South Texas Nuclear Project and do further resolve that the chairperson of this convention transmit this resolution to VICTOR STELLO, JR.; DIRECTOR; 0FFICE OF INSPECTION AND ENFORCEMENT; UNITED STATES NUCLEAR REGULATORY COMMISSION: WAHSINGTON, D.C. 20555, with a copy of this resolution also being sent to 0FFICE OF THE EXECUTIVE LEGAL DIRECTOR; UNITED STATES NUCLEAR REGULATORY COMMIS-SION; WASHINGTON, D.C. 20555."
