STAFF PAPER ON EMERGENCY PREPAREDNESS AT NMSS-LICENSED FACILITIES We appreciate the opportunity to comment on the subject paper. As you suggested in the paper, we will inform the States (Agreement and Non-Agreement) of NRC plans, when the Commission Paper is forwarded. We also feel that it is desirable to get early State input into the development of the criteria for preparation of emergency plans. When draft criteria are prepared, we would appreciate an opportunity to solicit State comments.

On page 3 of the paper, item 4 states in part that licensees will be required to provide independent reviews of their emergency preparedness programs.

Please provide us some clarification of this requirement, i.e. the nature of such reviews and who specifically will conduct the reviews.
