78756 Dear Mr ley:

This is in response to your letter of February 6,1980 requesting technical assistance in testing the low-level radioactive liquid wastes for structural integrity.

On April 8,1980, representatives of our Office of Nuclear Materials Safety and Safeguards met with Texas representatives, including Mrs. Keever and visited the Todd site. A report of that trip is enclosed.

It includes recommendations that we provide a limited risk assessment for the tanks and to help Texas involve Todd in a more rapid tank liquid clean-up operation.

Relative to the waste drum situation, the report recorar. ends soliciting policy guidance from our Division of Waste Management.

If you feel that any of these activities would be helpful, please let me know and I will make the necessary requests.

Sincerely, f}

~

G. Wayne Kerr, Assistant Director for State Agreements Program Office of State Programs
